French Drain Installation in East Ridge, Tennessee
Scenic City Drainage lines up French drain work across East Ridge, from the older brick ranches off South Moore Road and Germantown Road to the blocks running north of Ringgold Road. The trouble in this town is not slope, it is the absence of it. East Ridge occupies 8.28 square miles of nearly level valley floor between Missionary Ridge and the Georgia line, and water that lands on a flat lot in tight red clay has no particular reason to leave. The permitting line differs from the city of Chattanooga's as well. A land disturbance permit is required for activity that impacts one acre or more, or less than an acre if it belongs to a larger common plan of development or sale. That threshold took effect at the start of 2008.
Flat Ground, a Creek That Crests at 26 Feet, and Ditches That Fill With Brush
The controlling water feature is South Chickamauga Creek, which drains the eastern side of Hamilton County and reaches East Ridge after taking on West Chickamauga Creek out of Georgia. The two meet at Camp Jordan. Flood stage at the National Weather Service gauge at Eastgate is 18 feet. On April 14, 2020 the creek stood at 25.9 feet at ten in the morning and was forecast to touch 26 feet that afternoon. Homes on Arlena Circle were evacuated, the Fountainbleau Apartments on Spring Creek Road took water, and the low-lying eastern half of the city went under. That changes drain design in a way it does not on the hillsides across the city line. A French drain is a gravity device. When the creek is at 26 feet, every outlet within reach of the floodplain is submerged, and a pipe that runs downhill on a normal Tuesday runs backward. Lots near the creek need a deliberate outlet elevation, and often a sump and a check valve instead of a straight daylight.
The second problem is capacity, and August 12, 2025 made it public. The Chattanooga Airport gauge recorded 6.42 inches of rain that day. East Ridge streets filled, water pushed three inches deep into houses on South Moore Road, and the city manager told a council meeting he believed a hydrology study was needed for the entire city, pointing at density, wetland development and impervious surfaces. He also described water shooting up out of manholes, which is what happens when clean stormwater finds a way into a sanitary line. Council members went a different direction and asked residents to walk the drainage ditches on their own property and pull out the brush, branches and grass clippings choking them. Both observations are correct and both change how a drain gets built here. A trench that ends at a private ditch is only as good as that ditch, so the outlet gets checked and cleared first, and the discharge point gets set somewhere a homeowner can actually reach with a rake.

Do I need a permit to put a French drain in my East Ridge yard?

Slope and soil. Most of East Ridge is valley floor at the base of Missionary Ridge, and the Census Bureau puts the city at 8.28 square miles of land, nearly all of it low. Water landing on a hillside lot leaves on its own. Water landing on a flat East Ridge lot in tight clay sits there until it evaporates or soaks in, and clay soaks slowly. On top of that, runoff from the higher ground upslope arrives here instead of passing through. A drain in this town is not redirecting an existing flow so much as creating one.
Will a French drain help if South Chickamauga Creek backs up into my street?
Not by itself, and it is worth being blunt about that. A French drain moves water by gravity to a lower outlet. When the creek at the Eastgate gauge passes its 18-foot flood stage and climbs toward the 26 feet it reached in April 2020, outlets inside the floodplain are underwater and gravity is working against you. What a drain does handle is the far more common problem: the heavy rain that never floods the creek but parks water against a foundation for two days. For creek flooding, the tools are elevation, backflow prevention and flood insurance, not perforated pipe.
